The Former President's Woke Warning Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's national security strategy offers a misguided view of Europe. The document asserts that open-border policies and what it terms "woke" policies represent an existential threat to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the situation. The true challenge confronting the EU is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% growth for the European Union. Over this time, European income per person dropped from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Currently, roughly 50% of the global 50 largest tech companies are American, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening disparity stems from superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of world technology dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely concede it is largely a two-horse race involving the US and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of key factors account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. The EU still lacks a genuine unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is divided among 27 separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these challenges, there are reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Notable analyses on EU competitiveness and the internal market point to the need for major reforms.

Given appropriate policies and regulatory reforms, these assets could support far greater degrees of business-led breakthroughs.

Europe still possesses significant advantages: skilled human capital, excellent schools and universities, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still dramatically increase economic output by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, without decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent decline in world influence.
